You're goal.
Are you looking to lose lbs, inches or dress sizes? They're completely different things.
Body weight in mass take into account your water weight, muscle mass and amount of fat. Dress size could be considered as an easier, more general way to monitor your body fat percentage. Your inches are, well... your inches. You could calculate your dress size based on your measurements, but that varies from clothes brand to clothes brand.
You don't really need a goal. It, however, does make fat loss a lot easier because you know what you're aiming for.
I can't tell you what you goal is - it's up to you to decide. However, one thing I can say is that you can't change your body shape. That is totally determined by your genetics so there's no point in exercising for an hourglass when you're an apple shape. (There are things you can do such as corset training which you can do to get yourself a smaller waistline, but this takes money and time. The cheapest corset I've found is about £40. Not fun.)
